1.0 INTRODUCTION
The Edo State Government has approved funds for Edo State Waste Management Board in the 2026 fiscal year, Edo State Approved Budget and wishes to apply part of it for the PURCHASE OF MECHANICAL SWEEPER MACHINE FOR THE STATE WASTE MANAGEMENT BOARD
Bidding is open to all eligible bidders in compliance with Section 35 of the Edo State Public Procurement Law 2020, the Edo State Waste Management Board therefore invites interested eligible bidders to tender for the project.

2.0 PROJECT SCOPE: The scope of work Involves providing efficient mechanized cleaning of roads, streets, parking areas, and other paved surfaces to maintain cleanliness, reduce dust, and improve environmental hygiene.

3.0 ELIGIBILITY AND QUALIFICATION REQUIREMENTS
You are to submit a detailed profile which should contain the following:
(a) Certificate of incorporation/registration with cooperate affairs commission (CAC)
(b) Evidence of registration with Edo State Public Procurement Agency.
(c) Evidence of payment of tax by the company for the immediate past 3years (i.e. 2023, 2024, 2025)
(d) Company’s audited financial account (indicating turnover) and funding information over the past 3 years endorsed by a firm of chartered accountants. (i.e. 2023, 2024, 2025)
(e) Company profile which should include:
I. Names of current directors as registered with CAC
II. Names, qualification and experience of key personnel and copies of their professional certificates.
(f) Evidence of previous/similar work done in the past three (3) years showing the following:
I. Letter of award of the previous work done
II. Completion certificate obtained from previous work done
(g) Asworn affidavit indicating that:
I. None of the Directors of the Company has been convicted in any court for any criminal offence including fraud and financial impropriety.
II. The Company is not in receivership, insolvent or bankrupt.
III. No officer of Edo State Waste Management Board is a former or present Director, shareholder or has any pecuniary interest in the company.
(h) Bank Reference
(i) All documents for submission must be transmitted with a covering letter on the company’s letter headed paper bearing all necessary details;
I. Letter of consent to allow verification of documents submitted
II. Evidence of payment of a non-refundable fee of N50,000.00 only

A. INTRODUCTION
The Federal Polytechnic, Offa, hereby invites Request for Quotations (RFQ) from reputable experienced, qualified and competent bidders for the under-listed Procurement;

Lot 1: Procurement, Installation, Testing and Commissioning of Science Laboratory and Entreprenuership Centre Equipment Under Year 2026 Tetfund Zonal Intervention Projects 2026T/FY704

Lot 2: The Procurement of Production of Academic Gown Under the Year 2026 Internally Generated Revenue (IGR)

B. SCOPE OF WORK
The scope of works and specifications are clearly indicated and specified in the Standard Bidding Documents to be procured for the Procurement and expected to be executed with High Quality Performance and within a specific completion period.

C. MANDATORY REQUIREMENT
Prospective Interested Bidder must possess the under-listed requirements to be eligible to participate in the Request for Quotation.
a. Evidence of valid registration and incorporation with Corporate Affairs Commission and Article of Association with copies of forms C02 and C07 attached.
b. Tax Clearance Certificate for the last three (3) years. (2023,2024 and 2025)
c. Current Pension Compliance (PENCOM) Certificate, Valid till 31/12/2026
d. Current Industrial Training Fund (ITF) Compliance Certificate, Valid till 31/12/2026
e. Current Interim Registration Report (Certificate as evidence of registration the database of Suppliers, Consultants and Providers maintained by the Bureau Procurement, Valid till 31/12/2026
f. Current Certificate of Compliance with the Social Trust Fund (NSITF) Act, Valid till 31/12/2026
g. Audited account for the last three (3) years (2023,2024 and 2025) duly signed and stamped.
h. Reference letter and evidence of Financial capability to the tune of bid sum from a reputable bank.
i. Valid Sworn Affidavits.
j. Company Profiles Detailing Technical Personnel and their qualification.
k. List of previous similar jobs at least (3 No) three.
l. Details of equipment owned or leased.

D. BIDDING (PRE-QUALIFICATION/TENDERING PROCEDURES)
Interested Contractors/Bidders are advised to take note of the following bidding procedures.
1) The Bidders are required to approach the Polytechnic and pay the prescribed non-refundable bid fees of ₦10,000.00 (Ten Thousand Naira only) and thereafter obtain the bid document for the project.
2) The bidders are required to prepare and make submissions of the documents on their Financial Proposal or Financial Bid.

About WaterAid

WaterAid is an international non-profit working towards the day when everyone, everywhere has clean water, decent toilets and good hygiene. For 27 years, WaterAid Nigeria has worked with government, communities and partners to expand sustainable and safe WASH services nationwide.

Our current Country Strategy (FY23-24 to FY27-28) is delivered through two of WaterAid’s global strategic aims: achieving universal, sustainable and safe services in focused geographic areas — currently Bauchi and Lagos states — and strengthening the resilience of WASH to climate change.

The assignment

As part of WaterAid’s strategic cycle, WaterAid Nigeria is conducting a review of its current Country Strategy and the Programme Plans through which it is implemented. The review is pitched at a strategic level. It is not an in-depth assessment of programme performance, but a structured, participatory reflection on what has and has not worked.

The review will examine the relevance of the current strategy, its effectiveness against programme outcomes, WaterAid’s added value and synergy within the WASH and related sectors, and the resources available to deliver the programmes. Its findings will inform the next Country Strategy (2028-2032), the FY27-28 annual plan, and the Mid-Term Review of WaterAid’s Global Strategy 2022-2032.

We are seeking a consultant or team of consultants to facilitate this process. Responsibilities include:

  • Preparing an inception report setting out the proposed approach, methodology, stakeholders and topic guides
  • Reviewing internal and external documentation and consolidating the main findings
  • Conducting key informant interviews and focus group discussions with internal and external stakeholders (collection of primary quantitative data is not required)
  • Facilitating a participatory reflection and validation workshop
  • Preparing a draft and final report, together with a summary slide deck of key highlights

Who we are looking for

  • A strong background in facilitating participatory processes, and a track record of conducting reviews at a strategic level
  • Experience with mixed methods for multi-stakeholder reflection and learning, with the ability to draw out key insights
  • Sound understanding of the WASH situation and key players in Nigeria, and of the frameworks guiding the sector’s development and reform at national, regional and continental levels
  • Strong qualitative analytical skills, with the ability to synthesise a significant volume of information from varied sources
  • Strong report writing, presentation, facilitation and communication skills; fluency in English
  • An advanced degree in public policy, public health, WASH, climate change or environmental studies, international development, or a related discipline
  • Familiarity with WaterAid and how it works is an advantage

b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025; with a minimum annual turnover (as stated in the TCC & concurrent with the audited accounts)
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026

– Whether or not any officer of the relevant committees of the Abubakar Tafawa Balewa University Teaching Hospital Bauchi or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– That the company is not in receivership or about to be in receivership or not replacement for a hitherto tax defaulting company.
– That the Company is not subject to any form of Insolvency or bankruptcy proceedings or the subject of any form of winding down petition or proceedings;
– Not to have any Director who has been convicted in any country for Criminal offences relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025 duly certified by Auditor,
i. Evidence of Financial capability or Reference letter from a reputable Commercial Bank in Nigeria clearly indicating willingness to provide credit facility for the execution of the project.
j. Company’s profile with Curriculum Vitae of Key staff to be deployed for the project, including copies their license/Certificate such as COREN, or Certificate qualifying them as Professional Automobile Engineers;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Job Completion Certificates and Photographs of the projects;
l. Letter of Authorization from the original Manufacturers in accordance with approved list of accredited locally manufactured brand in Nigeria by the National Automotive Design and Development Council (NADDC);
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address.
